Job Summary
The incumbent will report to the Director Product Evaluation & Registration and will be responsible for the overall management of the Veterinary Medicines and Allied Substances function, including the regulation and control of veterinary medicines, vaccines, and biologicals. The role ensures that only safe, effective, and quality veterinary medicines are available in Botswana and that all regulatory requirements are met. The Manager will develop and implement policies, guidelines, and procedures for the evaluation, registration, and post-market surveillance of veterinary medicines, and will represent BoMRA in national, regional, and international forums on veterinary medicines regulation.
Key Responsibilities
•Oversee the evaluation and registration of veterinary medicines, vaccines, and biologicals for use in Botswana with respect to quality, safety, and efficacy.
•Develop and implement work plans, budget, and resource allocation for the veterinary medicines function.
•Lead the development and implementation of corporate policies, guidelines, and procedures with respect to the evaluation and registration of veterinary medicines.
•Oversee the post-market surveillance and vigilance system for veterinary medicines used in the country.
•Coordinate timely, regular inspection and licensing of premises dealing in the importation, storage, distribution, and dispensing of veterinary medicines.
•Conduct assessments of veterinary medicine manufacturers for compliance with quality standards for manufacturing authorization and certification.
•Coordinate and participate in the verification of veterinary medicines imported into the country for compliance with set standards.
•Represent BoMRA at national, regional, and international forums on veterinary medicines regulation.
•Develop and implement standard operating procedures (SOPs), internal guidelines, and materials pertaining to the regulation of veterinary medicines.
•To implement the VMP stakeholder engagement plan.
Knowledge and experience
•The candidate must possess a Bachelor’s degree in Veterinary Medicine or a related field. A Master’s degree would be an added advantage.
•At least 8 years’ experience in the regulatory field, with a minimum of 5 years in veterinary medicines regulation, evaluation, or conformity assessment. Experience in post-market surveillance, inspections, and quality management systems is essential. Knowledge of the regulatory framework for veterinary medicines in Botswana and internationally, including the World Organisation for Animal Health (WOAH) and the Food and Agriculture Organization (FAO) guidelines.
•Experience with veterinary medicine registration, conformity assessment, and international harmonization initiatives. Familiarity with Medicines Regulatory Authority collaboration and partnership with Veterinary Medicines and/or International Agencies, and knowledge of the veterinary medicines regulatory processes, applicable standards, and good regulatory practices is crucial. Training in veterinary medicines regulatory affairs and prior experience in regulatory harmonization initiatives would be considered an added advantage.
Competencies
•The candidate must demonstrate the ability to plan and organize work, communicate effectively, and lead multidisciplinary teams. Strong analytical, problem-solving, and project management skills are essential. Must be able to prioritize and manage multiple tasks, work under pressure, and maintain high ethical standards. Proficiency with MS Office, data analysis tools, and regulatory software is essential. The ability to work collaboratively with colleagues while achieving organizational goals is crucial.
