Job Description

QUALIFICATIONS:

 

 

Degree in Economics or Finance and Management or related field. A Master’s Degree with the relevant qualification will be an added advantage.

 

 

EXPERIENCE:

 

At least twenty (20) years’ work experience in macroeconomic and financial policy development and implementation. Should have served at least F2 equivalent of Government position in Parastatal or Private Sector. Exposure to the following will be preferred:

  • Planning processes;

  • Macroeconomic Policy analysis, research, report writing and presentation of economic briefs;

  • Activities for multilateral financing and development institutions and Credit Rating Agencies (i.e., World-Bank, IMF, Commonwealth, SADC, Standards and Poor, Moody’s, etc.); and Modelling & Research Techniques (GAMS/CGE, EViews & Excel frameworks;

  • Exchange Rate Policy Expertise;

  • Sovereign Wealth Fund Management;

  • Sustainable economic growth.

 

 

MAIN PURPOSE OF THE JOB:

 

To provide strategic leadership in formulation and coordination of the national economic and financial policies such as Taxation, Finance, Banking, Insurance, Pension, Macroeconomic policies and forecasts; as well as Financial Inclusion.

 

 

KEY PERFORMANCE AREAS

 

i) Oversee macroeconomic policy formulation and coordinate its implementation.
ii) Monitor domestic, regional, and international economic developments to advise on policy direction and strategies.
iii) Advise the Minister of Finance on exchange rate policy and chair the exchange rate committee.
iv) Contributes to the exchange rate policy and impact between the Ministry of Finance and Bank of Botswana.
v) Lead fiscal policy formulation, including tax, expenditure, fiscal rules, fiscal risk management, and budget financing strategies.
vi) Coordinate the preparation of the Annual Budget Strategy Paper, budget speech, and economic reports.
vii) Direct the development, implementation, and monitoring of financial data management policies and strategies.
viii) Strengthen fiscal rules and develop a sovereign wealth fund to enhance long-term fiscal sustainability.
ix) Formulate policies and standards for taxation, finance, banking, insurance, and pensions.
x) Oversee the policy formulation relating to the Government Employees Motor Vehicle and Residential Advance Scheme (GEMVAS).
xi) Coordinate the Financial Inclusion Agenda.
xii) Liaise with multilateral financial institutions, credit rating agencies, and surveillance agencies.
xiii) Undertakes any other related duties as required to meet exigencies of the service.
