The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Southern African Development Community (SADC) are jointly implementing the Cooperation for the Enhancement of SADC Regional Economic Integration (CESARE III) project. The project supports SADC in its goal to strengthen regional economic integration and development and thereby contributes to the SADC industrialisation and regional integration agenda. One of the focus areas of the project is to enhance private sector participation in the agro- and support regional economic integration in the areas of trade and industrialization through the development of value chains within the agro-processing, pharmaceutical and medical products sectors.

The program supports the development of the following value chains: The Pharmaceutical and Medical Technology (PMT) Value Chain and the Leather Value Chain (LVC). The position advertised here is situated within the Pharma MedTech value chain of CESARE VCD.

CESARE’s main cooperation partner is the SADC Secretariat in Gaborone, Botswana. The advertised position will therefore be situated with GIZ in Gaborone, Botswana. The program is further implemented in cooperation with national government ministries of the SADC Member States as well as with associations and companies of the private sector. Frequent travels in the SADC region (and beyond) are part of the advertised position.

 

 

TECHNICAL ADVISOR – Pharma MedTech Value Chain’

A. RESPONSIBILITIES:

 

 

The Technical Advisor will support the CESARE Program in strengthening the pharmaceutical and medical technology value chain in the SADC region within the Value Chain Development (VCD) team. The role focuses on regulatory systems strengthening, market shaping, and private sector development, while fostering collaboration between government, regional bodies, private sector stakeholders, and development partners. The position also contributes to the planning and delivery of high-impact networking engagements to enhance access to quality-assured medicines and health technologies. The Technical Advisor will be responsible for supporting the project Regional Access and Accountability for Increased Sexual and Reproductive Health Rights Equity for East and Southern Africa (RAAPE) in close coordination with the Technical Team lead (PMT) and the VCD Project Manager. These responsibilities include:

Regulatory Systems Strengthening
o Support implementation of regional regulatory harmonisation initiatives.

o Coordinate with National Medicines Regulatory Authorities (NMRAs) to advance alignment with international frameworks.
o Provide technical inputs into regulatory interventions and policy briefs.

 

 

Market Shaping & Private Sector Development

 

 

o Design and implement activities to improve access to quality medicines through pooled procurement and market-shaping initiatives.
o Map and engage regional and continental stakeholders, including pharmaceutical manufacturers, distributors, financiers, and regulators.
o Support resource mobilisation and grant processes, including concept note development, proposal drafting, and monitoring of funded interventions.

 

 

Stakeholder Engagement & Partnership Development

 


o Serve as focal point for collaboration with the SADC Secretariat, development partners (e.g. Global Fund, Africa CDC, Unitaid, WHO, MMV, USP), and private sector actors.
o Facilitate dialogue platforms such as workshops, conferences and technical working groups.
o Build and maintain networks that promote public-private collaboration in the pharmaceutical and MedTech sector.

 

 

Event & Project Management

 


o Lead conceptualisation, planning, and execution of events.
o Draft Terms of Reference (ToRs) and manage consultants/service providers for events, research, and facilitation.
o Monitor, report, and evaluate project activities, ensuring compliance with GIZ systems and donor requirements.

 

 

Programme Support & Knowledge Management

 


o Contribute to preparation of reports, policy briefs, factsheets, and communication materials.
o Provide support for programme budgeting and planning.
o Ensure effective data management and knowledge sharing across CESARE teams and partners.
o Support the Pharma/MedTech technical team lead and VCD Project Manager in financial management, operational planning and monitoring of the project.
o Prepare and provide high-quality input for various project reports for the different stakeholders (SADC, EU, BMZ), and contribute to other reports/ audits as required (in coordination with CESARE Cross-Cutting Team)
o Contribute to knowledge management processes including document management, result-oriented monitoring and quality management (in coordination with CESARE Cross-Cutting Team)
o Initiate and support communication & visibility activities of the Pharma/MedTech team in line with programme requirements (in coordination with CESARE Cross-Cutting Team)

 


REQUIREMENTS:

 

 

Qualification

 

 

  • Bachelors / Master’s in Health Sciences, Medicine, Public Health or related field

  • Higher qualification or internationally recognized certificate in project management, business development or related field will be an added advantage

 

 

Professional experience

 

 

  • Minimum 5 years’ experience in the pharmaceutical sector, pharmaceutical value chain development, public health or comparable

  • Experience in medicine and medical products regulatory systems, pharmaceutical public procurement, pharmaceutical or medical products manufacturing and quality management or business development in the health sector.

  • Demonstrated experience in the field of Sexual and Reproductive Health and Rights (SRHR) ideally linked to access to commodities/market shaping.

  • Demonstrated experience working with governmental and regional bodies, NMRAs, or central medical stores.

  • Experience working with development organisations

 

 

Other knowledge, additional competences

 

 

  • Strong skills in project management, stakeholder facilitation and event organization

  • Excellent analytical, communication and report writing skills.

  • Working knowledge of ICT technologies and computer applications (e.g. Microsoft Office, MS Teams, Project Planning and Monitoring Tools).

  • Proficiency in English required (C2)

  • Advanced skills in another SADC language (French, Portuguese) will be an added advantag
